chore: refactor changelog formatting and build configuration

- Update build configuration to skip build using a comment
- Change `use` value from `git` to `github` in the changelog section
- Modify regex patterns and titles in the changelog section for Features, Bug fixes, and Enhancements
- Update excluded items in the changelog section to use double quotes instead of single quotes
