Overview
This just adds a parser/collection to ingest the raw Formatter Ping packet that is added in foxsi-4matter PR #75.
I tested this with some sample .log files of Formatter Ping messages, it seems to work fine.
There is currently no GUI in the GSE to make use of this data. This PR is to provision data that could be later visualized in the GSE.
I propose to merge this and version this telemetry_tools as v1.1.0.
