update SENSOR_STATE

new variable SENSOR_STATES keeps track of sensing state. Following are possible states:
     1. SENSING_STATE
     2. CFG_STATE
     3. RESET_STATE

After deployment and starting the sensor, the sensor saves this state and upon further resets, sensor starts sending readings as uplinks. This is a fix for previous version where reset puts sensor in CFG mode.
