updating pointInit baseUrl to the current https://synopticdata.com/ o…

…ne rather than the old mesowest one that goes to that one via redirect. In the process, also updated a few other urls in the comments to what is current. Renaming anything called meso or mesowest probably can be done at a later time. For issue #506
