What this PR does / why we need it:
There were still links to my private repo and the generated docs, so update them to point to the new SDK home. Also, falco_plugin_runner was missing metadata completely and could not be published to crates.io.
Sadly, I only noticed it after publishing the other crates so 0.4 is stuck with my old metadata. 0.5 will be fine.
