One or more files in this Pull Request would be excluded from syncing back to GitHub.

For example, if a file is in a folder called 'meta_internal' inside Meta it will not sync to GitHub (there are many opt-outs like this). So if a file is in such a folder on GitHub it would be imported but then would not be exported back to GitHub. This is confusing so it is disallowed. A Meta engineer can attempt to import this PR and explain which files cannot be imported
