This uses some javascript that was already on the angular app to improve the scroll behaviour, avoiding the "stuck" on a certain hash.
@peters-rebecca please check and merge. I didn't check thoroughly on different screens, but mostly you can use the
$anchorScroll.yOffsetto control how much gap you leave above an anchor. Seesrc/app/components/landing/landing.controller.js
