A round of edits for clarity
Removing references to 'open source' to avoid confusion.
Aligning issue deletion policy with Github Community Guidelines
Many note the blanket exclusion (#13, #30, #41, #60). This commit focuses on the harmful byproduct (waste), while not excluding the possibility of waste-free nuclear power or alternative forms of nuclear energy. This puts a measure on the severity of harm produced, attempting to quantify the most egregious harm.
Based on the RSPCA definitions
Update Apache-2.0-NoHarm.md to replace "shall" with "must"
Reflect the changes made in #74
