This pr introduces a test suite for syncing nodes on the portal beacon network. It requires a live provider, otherwise it's impossible for beacon nodes to sync. This should be considered more of an initial foundation for this test suite than the final state. It currently only works with the
trinclient, so it shouldn't be included in any production hive runs. As more and more portal clients support syncing the beacon network, this suite will certainly need updating (along with the specs).
