cargo cranky is a new tool that passes lints specified in a Cranky.toml to cargo clippy.

This is a nice workaround for rust-lang/cargo#5034

Closes #1439

Usage:

cargo install cargo-cranky
cargo cranky

cargo cranky (https://github.com/ericseppanen/cargo-cranky)

This is a possible solution to
rust-lang/cargo#5034
Same test as in #1451 which
the current CI fails to catch.
