What has Changed?

1. fix the error below:

failed to process message err="total size of proposal block parts exceeds maximum block bytes (1052328 > 1048576)" height=7669110 module=consensus msg_type=*consensus.BlockPartMessage peer=78aa6b222ae1f619bef03a9d98cb958dfcccc3a8 round=77

2. check that the previous blocks from upgrade block height onwards uses the correct previous patch commit hash
