Move all SimRel and Planning Council wiki pages (#6)

This is a capture of all the wiki pages as of 9 Oct 2023.

This PR includes just moving most of the pages and fixing up broken links in the main pages (the two files in the wiki of the project) and the key ones linked from there. Subsequent PRs will refactor these pages somewhat.

# Planning Council Mission

From the [development
process](http://www.eclipse.org/projects/dev_process/development_process_2010.php#4_8_Councils)
"The Planning Council is responsible for establishing a coordinated
[Simultaneous Release](Simultaneous_Release.md) (a.k.a, "the
release train") that supports the Themes and Priorities in the Roadmap.
The Planning Council is responsible for cross-project planning,
architectural issues, user interface conflicts, and all other
coordination and integration issues. The Planning Council discharges its
responsibility via collaborative evaluation, prioritization, and
compromise."

# Call and Meeting Schedule

Planning Council calls take place the first Wednesday of each month. A
Google

# Planning Council Makeup

From the
[Bylaws](http://www.eclipse.org/org/documents/Eclipse%20BYLAWS%202011_08_15%20Final.pdf),
the Planning Council is comprised of:
* One representative designated by each Project Management Committee
* Strategic Consumer Members as a group are entitled to elect one
representative
* A Strategic Developer Member that is not leading a PMC, or Strategic
Consumer Member that has eight or more full-time developers assigned to
Eclipse projects, is entitled to designate one representative unless an
employee, officer, director, or consultant of the Member has already
been appointed to the Council.
* Other individuals designated by the Executive Director:
The Planning Council is chaired by a person designated by the Executive
Director. While not explicitly stated in the Bylaws, the Executive
Director supports the idea of an annual rotating chair with each
successor nominated by the Council members.

### Next release updates

M1 for Eclipse SDK will be done this week and the rest of the train will
follow. Lakshmi is in charge of the N\&N page and Sopot continue to be
the coordinative for the release page and in charge of being the link
with the Panning Council.

### JDK support

How Java 12 will be provided? It will be provided as the previous
release on the Marketplace. It is too short between the official Java 12
release and the Release Train to do the change. The platform remains on
Java 8 and 11 which are the LTS versions. The Java 12 will be integrated
in the Release Train for the June release. It will be the same for Java
13. If Java releases continue to be on time, we will discuss whether to
adapt our release plan to fit the Java releases in order to integrate
them.
