Add unit test for ListControlUnboundActionList (#12770)

Related #10773

Proposed changes
Add unit test ListControlUnboundActionListTests.cs for public properties and methods of the ListControlUnboundActionList.
Enable nullability in ListControlUnboundActionListTests.cs.
