Job: Restart jobs that should have timed out, usually when the worker… #1966

When a timeout is defined for a job, the haskell process will usually be terminated correctly When the timeout has expired, but the job is still running, this means the job worker has very likely crashed. So we can restart those jobs to make sure that the work is actually completed
