받을 수 있는 상황이 되면(예: 네트워크 재연결) -> 쌓여서 한번에 처리 되도록 지원 되고 있었습니다.
또 현재 클라이언트에서 메세지를 직접 생성하고 예약해서 보내는 것이 아닌, 서버에서 보내주고 있기 때문에 워커 매니저가 불필요하다고 생각되어 관련 코드를 지웠습니다.
