[V3 Components] Upgrade V1 components to V3 for the Benefits Hub Landing Page

Background

The Design team is migrating all V1 components to V3 on February 16, 2024, which means that the PW team needs to upgrade any of our products using V1 to V3.

1. Accordion
   • Accordion sections, in the right side bar, need to be updated to v3.
2. Alert
   • In the main body content under "On the page", needs to be updated to v3.
