Description

There are some comments/questions/suggestions on the D10 PR that are non-blocking but should be addressed for the hygiene of the codebase.

See #14876

Acceptance Criteria

  • All suggestions/comments have been addressed and resolved appropriately.
  • Document any odd things:
    • Needing to regress module versions
    • Needing to pin a dev version
    • needing to require modules and even core 'as' another version
    • needing to reverse all performance settings and have prod and staging differ.
  • Remove the Seven theme
  • Remove ckeditor4
