Facility Locator results should show both Vet Center official and common names

Problem Statement

Veterans often know Vet Centers by common names rather than an official name. Currently, the Facility Locator results only show an official Vet Center name. This may create confusion for a Veteran looking for the Vet Center's common name. The Facility Locator results should show both Vet Center common and official names.

Example: The Outstation associated with Salt Lake City Vet Center is displayed using only the Official name. The Common name concept needs to be available for Outstations as well.

Acceptance Criteria

• When a Vet Center has a common name, both the common name and official name appear on the Facility Locator results according to the design
• Both names are announced to a screenreader if the two names are different.
• Requires design review
• Requires accessibility review

This is likely blocked until Outstations are able to have both an official and common name - will be resolved by #15422 Vet Center Outstations should display common and official names

This is not just a FE problem. The facility API has no record of the common name. It only has the official name. The common name only lives in the CMS for Vet Centers. Outstations don't even have a field for it.
If it needs to show on the facility locator, we'd have to push the value to lighthouse.
