[EPIC] Vet Center and Outstation official naming conventions

Background

VA facilities can renamed to honor a particular individual. Use of the legislated name is required but it is sometimes helpful to retain the geographic or community name for familiarity or discoverability reasons.

The Vet Center approach has been to use the legislated/official name as the Name of Vet Center with the previous geographic name as the Common name. On the Veteran-facing front end, the common name is used for the H1 title for the page followed by the official name displayed as "also called".

Example: Prescott Vet Center
Name of Vet Center: Dr. Cameron McKinley Department of Veterans Affairs Veterans Center
Common name: Prescott Vet Center

Problem(s) to solve

The Outstation associated with Salt Lake City Vet Center is displayed using only the Official name. The Common name concept needs to be available for Outstations as well.

Example: Major Brent Taylor Vet Center Outstation (node/17527), associated with Salt Lake City Vet Center

Current behavior

• Vet Centers use only the official name in Facility Locator search results and when listed as a nearby Location on another Vet Center's page. They use only the common name on its own Locations page.
  • Example 1: Dr. Cameron McKinley Department of Veterans Affairs Veterans Center (Prescott Vet Center)
    • as displayed at the top of its own Locations page
    • as displayed as a nearby location for West Valley Vet Center
    • in Facility Locator search results
  • Example 2: Col. Gail S. Halvorsen 'Candy Bomber' Veterans Center (Provo Vet Center)
    • as displayed at the top of its own Locations page
    • as displayed as a nearby location for Salt Lake City Vet Center
    • in Facility Locator search results
• Only an official name is available for Outstations
  • Example: Major Brent Taylor Vet Center Outstation on Salt Lake City Vet Center locations page and in Facility Locator search results

Expected behavior

• A Vet Center or Outstation can have both a official/legislated name and a common name.
  • Vet Center Outstations should display common and official names #15422
• When a Vet Center or Outstation is legislatively renamed, the official name becomes the Name (of the facility) and the previous geographic name becomes the common name.
  • Vet Center Outstations should display common and official names #15422
• When the facility has its own web page, the common name is used for the H1 title, followed by an "also called" statement with the official name.
  • Front end templates for Vet Center shows both common and official names #15424
• When a Vet Center with both an official and common name is included as a nearby location for another Vet Center, or in Facility Locator search results, both the official and common name are displayed.
  • Front end templates for Vet Center shows both common and official names #15424
• When an Outstation which has both an official and common name is displayed on the Locations page of its own parent Vet Center, or as a nearby location for another Vet Center, or in Facility Locator search results, both the official and common name are displayed.

@mmiddaugh I was just reviewing this ticket and I think that there were a couple instances where common and official name were flip-flopped. I just edited the ticket to reflect my understanding of intended behavior, but could you double check?
