docs: added SSO integration note for Jira and Confluence

Re: issues #48 and #49. Added note that SSO integration is manual for Jira and Confluence. This completes our work on the big SSO integration ticket.

Need to sign into one of our Keycloak instances to doublecheck this isn't wrong, but I believe the clients are configured in keycloak. The SSO settings in the atlassian tools just need configured via clickops.
We should call that out since the person finishing setting the tools up only needs to configure SSO on the application side and will just need to grab settings from clients that have already been created in keycloak by UDS.

Therefore adding @jacobbmay as one of those assigned to the PR.

Confirmed @jacobbmay on the dev deployment that the SAML settings are all already there. Will update the docs.
