YML files for CI found in /.github/workflows

This release contains bootstrap to setup environment and a service.yml file listing several important artifacts.
Dummy hello.py file is found here to "test" a backend hello world application and logging to sentry.

The full app can be found in django-web-app and contains an additional README.md for app-specific information.
