Update to rand 0.7 #8

This brings the library up-to-date with rand 0.7. I also took the liberty of simplifying the seeding (to just use `SmallRng`) and running `rustfmt`.

I also took the liberty of simplifying the seeding (to just use
SmallRng) and runningrustfmt.(I'm only just learning Rust, so not 100% sure if I have all of the idioms correct.)
