updating table (#4543)

updating core version table so dbt v1.0 and 1.1 are correctly marked as eol and not deprecated. this is bc dbt v1.0-1.3 are still available in cloud and not fully removed/supported. see [slack thread](https://dbt-labs.slack.com/archives/C02NCQ9483C/p1701139408539839) for more info. this pr also consolidates the table columns 'support level and critical support until' as they can get redundant when versions are eol or deprecated.
