Better link to Snowflake docs in snowflake-setup.md (#4764)

## What are you changing in this pull request and why?
The previous link was to a page in the Snowflake docs about using Python
in Snowflake - it didn't really give any information on key pair auth.

The link I changed it to is about Snowflake key pair auth, which is the
pertinent information in this context.
