Move from ~= to >=,< in python dependencies

Due to certain vagaries of how pip resolves ~= dependency listings,
we are moving to a consistent >=,< approach instead of the ~=
syntax.

This commit makes the change across the dbt-semantic-interfaces
pyproject.toml in preparation for updating some other dependency
versions.
