In the qualifiers qual1b.yaml trial, the conveyor stops because of congestion and does not restart. A partially filled box (order_1_shipment_0) is not sent for shipping.

This issue is now happening in qual1b.yaml. The first shipment is shipped, but the second shipment congests the conveyor when the second shipment is not announced for pickup.
