It should be brew does not support to install llvm 9, 10, 11 anymore. but we can install with clang-tools. it seems should be fine.

Yes, that's exactly it. When adding the homebrew solution, I couldn't find a efficient way of knowing exactly which formulas were yanked or deprecated. Trying to install those versions will yield a warning/error and a non-zero exit code. That's why I made the step infallible, so we can fallback to using clang-tools-pip.
