fix: update consumer genesis transform

Description

Closes: #2359

To support consumer genesis transformation for ICS consumer versions pre v6.2.x
v5.x target was added to genesis transform command.

Note: This PR removes older target versions v2.x, v3.x of the genesis transform command that are not supported anymore.
