I wasn't going to do this in this branch, but I can't build new versions of psych on Ruby 3.1.
preload is now the default
rails zeitwerk:check was trying to load pour_reader.rb which was then failing on trying to open /sys/class/gpio/export This returns us to our previous setup.

This looks like a better take than #135 for most things |
I'm not sure how it was working before but we weren't copying the application code into the container. This does that and moves things around to better support development (only install when package files are updated for example).

I wasn't going to upgrade Ruby in this PR, but then I couldn't get new
psychgems to build on 3.1.3, so 🤷♂️.
