In order to function offline

• The app should present a button on the login screen that says something to the effect of “Use local data”
• The user is taken to a screen where they can see routes between their personal addresses and all the safe points configured across all the groups they are part of (including the safe points they configured for themselves).
• They can also see the routes between the personal addresses and safe points for all the members in the groups they are part of.
