Since we supported tofu and terraform we now have tests that create duplicative resources, we also fail to cleanup 100% of what we create. this leads to problems with the tests. If tests are inconsistent then they aren't trusted. This can lead to breaking code changes entering the repository.
This is an attempt to fix those tests.
