Changes proposed in this pull request:

Closes cloud-gov/product#2948

  • Add knowledge base article on how to view application metrics using the CLI and Kibana. The dashboards in Kibana are especially useful and not otherwise documented for users.

Security Considerations

There should not be any sensitive information in this documentation, so there should be no security impact

I think this does a good job clarifying the difference between the metrics, but I also think the mentions about "scaling", and especially "scaling issues" could be kind of confusing - my first read through, I actually thought this was borrowed from docs on autoscaling
