Ticket

Resolves #2868

Changes

  • Makes the agency and federal type fields blank=False, such that they are required by the form
  • Remove helper text and add a verbose name for agency

Context for reviewers

This PR comes from the portfolio design review ticket. In it, some minor inconsistencies were discovered so this ticket irons those out. In addition, it also makes the agency and federal type fields required by the form. Something to note though is that I am not enforcing it through the DB but just at the form level - this is intentional due to our architecture and also the intent behind the original ticket.

Setup

Go to django admin, and navigate to a federal agency record. All ACs should be met.
