Organization feature: Buggy CSS for search bar on the edit member domains page

Issue description

The search bar on the edit member domains page is buggy at certain resolutions, and when performing the search operation. For example, the search bar will be out of alignment with the label and other page elements at the inbetween stage between tablet view and desktop view.

Additionally, the "Search all domains" label doesn’t move with the field when it get pushed over due to the reset button.

Acceptance criteria

• The search bar no longer breaks at edge-case resolutions between mobile and desktop view
• The label above the search bar is always above the input, even when the "reset" button is present
• The columns between the checkbox field and the name field do not separate when searching
