🗣 Description

This pull request upgrades the Dockerfile to use the latest versions of Python, Alpine, and the core Python packages pip, pipenv, setuptools, and wheel.

💭 Motivation and context

We must stay current or be left behind.

🧪 Testing

All automated tests pass.
