🗣 Description

Add Regional Admin and State selection to Create New User Form

💭 Motivation and context

Improves user experience. Allows a user to add a single regional admin from the user interface.

Acceptance Criteria

  • A new regional admin can be created
  • State is now a requirement to adding a new user
