Where's the window?

When the program first launches, it doesn't show a window by default. It lives in the system tray as an icon. You can right click that icon for some options or left click it to show the window. The program is meant to be used with a global keyboard shortcut. The default shortcut is Ctrl+Alt+Space.

How do I open the dev tools?

Open the settings, either by right clicking the tray icon and clicking "Settings" or by searching for "TMCP Settings" in the program, and scroll all the way down to the "Extras" section. Then click on the "Dev tools" button.

Is it possible to make a plugin that does X?

If it's possible with web technologies or Node.js, then probably. Whether or not it can work will in TMCP might be a different matter.
