Updates
MAINTAINING.mdto flesh out the docs about creating a starter release. Updated docs can be read at https://github.com/chapter-three/next-drupal/blob/update-docs-maintaining-starters/MAINTAINING.md#startersIt also updates the scripts to use SSH for cloning the starter repos because GitHub won't let us use password credentials on HTTPS operations; that was disabled in 2021.
Finally, it updates the package.json to tag the starters with 2.0.0-alpha.0.
