This PR removes the dependencies on the LearnMHN and PyMC packages, as:

  1. We are moving to JAX-based implementations of both MHN and TreeMHN.
  2. Because of package updates, there are conflicts between dependencies and reproducing a working Python environment is very hard.

Note that this PR breaks the basic functionalities of the package.
