Casper Signer | Site Connection | Site with no Signer integration can be connected to Signer

Pre-condition:
No website is connected to Casper Signer extension

Steps to reproduce:

1. Navigate to cspr.live website
2. Open Casper Signer extension
3. Initiate 'Import Account' flow
4. On the appeared dedicated window click on 'Disconnected' button
5. Observe that 'Approve connection' dialog appeared
6. On main browser's window navigate to any website that has no signer integration (i.e. www.google.com)
7. Take Signers dedicated window to focus
8. Approve pending site connection request

Expected result: Site with no Signer integration should not be connected to Signer
Actual result: Site with no Signer integration is connected to Signer
