…tpa outputs function. mainly, changes to the excel writer portion so it only writes data related to the RTPA, not the entire dataset.

Updated README to match the template README in portfolio directory
Fixed excel outputs. Initially, the individual excel files were not filtering by the specific RTPA. Adjusted
save_rtpa_outputsfunction to 1. have the README be the first tab 2. filtered the data to the specific RTPA. End result shrunk the final zip folder from ~90MB to 14MBUpdated
