Follow-up to Refactor nearest neighbor and interpolation steps #1325
After moving functions into existing scripts, test the nearest neighbor steps for all 3 segments and 3 dates (sep-nov 2024)
Remove vp_around_stops.py (this produces intermediate output in stage2b, no longer needed)
Move array_utils functions into segment_calcs
Remove no longer needed functions in neighbor, vp_transform
Rename functions in neighbor to be more descriptive, simplify where possible
Epic - GTFS analytics pipeline performance improvements #1315
