gtfs_funnel

• create schedule stop metrics for all dates
  • add new entry in gtfs_analytics_data.yml
• remove Flex operators from published_operators.yml

• point create_stops_data.py to newly created stop table
  • refactor script to patch in earlier dates, use published_operators.yml to do so (Feature Request: Published data products should patch in earlier data if it's missing #1225)
• refactor create_routes_data.py to create new route tables, patch in earlier dates
• ca_transit_stops now has new columns, so update data dictionary and metadata to reflect that
• consolidate certain scripts and functions related to metadata work
  • remove open_data.py and publish_utils.py
  • consolidate open_data.py into metadata_update_pro.py and
  • consolidate functions from prep_traffic_ops.py and publish_utils.py into open_data_utils.py
