Code template proof-of-concept

As per the discussion in #33, I'd like to create a first-pass at a project template which includes

• a dbt project
• documentation
• pre-commit configuration
• CI/CD configuration
• (possibly) orchestration code
• (possibly) infrastructure-as-code

@ian-r-rose - I successfully ran through used the SSH endpoint for the copier command, also added that to the docs. Is there anything you need from me to close out? Or is a successful test enough to consider this done.

If you want to go further, you could go through the dbt project setup instructions in the README of the transform directory that was created.
