[AN-226] Cromwell Google Batch API workspace setting

Follow-up to broadinstitute/rawls#3141 to update the Rawls model version and the workspace settings Swagger documentation.

Testing:

• Manually tested that the Swagger docs appear correctly.
• Smoke tested various endpoints (for the Rawls model version bump).
