AJ-1683: update to latest workbench-libs and remove jose4j override

• Update to the latest workbench-libs versions, which include an update for jose4j to 0.9.4; see [IA-4857] Upgrading jose4j to 0.9.4 workbench-libs#1673
• Remove the transitiveDependencyOverrides for jose4j which is no longer necessary
