based on the utils.rbf input arguments, the data matricies should be the first arguments. Also, based oon Gretton et al. the inputs for K and L should be two instances of the x and y respectively.

based on the utils.rbf input arguments, the data matricies should be the first arguments. Also, based on Gretton et al. the inputs for K and L should be two instances of the x and y respectively. The way it was initially written in the master the rbf function calls sigma thinking its the x data. Not sure anyone is still on here but wanted to offer the change anyway.
