Unable to use output outside of a pull request context

This GHA gives the nicest to read plan output I've found. However, I am unable to output it into my GITHUB_STEP_SUMMARY in my multi-job workflow as it only outputs as PR comments.

Please add an output to this action (with the markdown output as a comment) so I can use it as a step summary instead of just a PR comment.

EDIT: I have since opened a PR that solves this. Please review :)
