Created "scrape-meta" and "scrape" functions for the Orange County Sheriff's Department. This currently pulls all officer records hyperlinked on OCSD's website (https://www.ocsheriff.gov/about-ocsheriff/peace-officer-records-releases) as .zip files. I tested using WSL on a Windows machine and it worked properly.
An update will need to be made to also download files that have URLs provided in plain text only (not hyperlinked). There are currently two such .zip files.
