Description
with PR tests now running in modal, #1217, we don't need to worry about running them on GH runners.
but #1106 did show that images could be built on GH hosted gpu runners, and this would allow us to parallelize this much more without keeping hardware running. We don't need to worry about it being on Tesla GPUs since we just need CUDA really to work.
